Jawahar Customs aiming to make things a lot easier for ex-im trade

While the Jawaharlal Nehru Custom House (JNCH) has implemented a number of trade facilitation measures, it is keen on introducing even more to make things easier for the country's international trade, emphasised Mr N. Sasidharan, Chief Commissioner of Customs, JNCH (also known as Mumbai Zone II).

He was addressing an Open House meeting with the trade, organised by the Bombay Custom House Agents' Association (BCHAA) at the Maharashtra Chamber of Commerce, Industry and Agriculture (MCCIA) premises in Mumbai.

Present on the occasion were Mr R. Radhakrishnan, President of BCHAA, Mr Sanjeev Behari, Commissioner of Customs (Imports), Additional Commissioners Mr Mathew Jolly, Mr Manish Kumar and Mr Srinivasan, BCHAA Senior Vice-President, Mr Omprakash Agrawal, and MCCIA Vice- President, Mr Ashish Pednekar, including BCHAA members and representatives from the maritime, logistics and ex-im trade.

The facilitation measures introduced by JNCH for imports, exports, and reduction of dwell time are as follows (see boxes).

Measures introduced for imports

  • Automatic approval for movement of containers from Port to CFS

  • Monitoring of movement of containers from Port to CFS through automatic message exchange

  • Risk Management System is expanded to facilitate 60 per cent of the Bills of Entry without assessment and examination

  • Facility to reply online on queries raised by the Department during B/E assessment

  • Second shift for Customs examination and clearance

  • Part delivery of containers 24 hours after arrival of first container in CFS

  • Daily Movement Register (DMR) at import docks discontinued

  • Holiday posting of staff for urgent work including Saturdays, Sundays

  • JNCH Import Noting Department and Bond Department functional on all Saturdays to facilitate SMTP movement and Ex-bond clearance

  • Website www.jawaharcustoms.gov.in gives full updated information

  • Manual out of charge permitted for delivery of the goods incase of EDI system failure

  • Touch screen kiosks

  • IPR cell has been set up to handle all cases relating to IPR violations

  • Value-added service introduced for informing the importers by e-mail the status of Bills of Entry filed by them

  • 24x7 service available in Boarding office, container scanning division and clearance of cargo into and out of Port and CFSs

  • Monthly meetings of PTFC and Open House Meetings (Zones I, II, III)

Measures introduced for exports

  • Centralised processing of shipping documents and granting of LEO for factory-stuffed containers

  • Direct entry of Central excise-sealed containers into Port area before Customs processing of documents permitted

  • Same facility for entry into Port extended to self-sealed export containers covered by free shipping bills

  • Holiday posting of staff to grant LEO for urgent shipments and factory-stuffed containers on Sundays and holidays

  • Factory-stuffing permission to be granted within three days without waiting for verification

  • Second shift introduced for granting LEO for factory-stuffed containers

  • Information on status of transmission of DEPB Shipping Bills to DGFT is now available to exporters through auto-generated e-mail replies

  • Touch screen kiosks

  • Monthly meetings of PTFC and Open House Meetings (Zones I, II, III)

  • Simplified procedure introduced to rectify EGM errors

Measures introduced to reduce dwell time

  • E-payment of Customs duty (from August 2007) l
  • Stamp duty payment procedure is being simplified l
  • Direct delivery of import cargo to reputed importers l
  • Regular interactive meetings with representatives of importers, CHAs and other stakeholders to resolve problems
  • Mandatory payment for Top 50 importers was taken up as a pilot project in JNCH
  • Advance filing of Bills of Entry and facility for payment of duty even before arrival of cargo
